UNbacked tribunal for Lebanon killings swears in officials adopts rules

“The Special Tribunal for Lebanon now has the necessary tools to deal promptly and efficiently with the first files concerning the Hariri case, which the Lebanese authorities are expected to transfer in the next few weeks,” its President, Antonio Cassese of Italy, said in a statement. In consultation with President Cassese, who was the first president of the International Criminal Tribunal for the former Yugoslavia (ICTY), Secretary-General Ban Ki-moon appointed François Roux of France as the head of the defence office. The Tribunal, an independent body located in The Hague, is designed to try those accused of recent political murders in Lebanon, particularly the February 2005 assassination of Mr. Hariri and 22 others in downtown Beirut.Daniel Bellemare, a Canadian prosecutor and former head of the International Independent Investigation Commission (IIIC) into the murders, assumed his office as Prosecutor of the Special Tribunal when it began operations earlier this month. The judges and registrar of the court have already been sworn in as well, and rules governing detention and the directive on assignment of defence counsel have been adopted, the court said. According to the Tribunal, President Cassese and Daniel Fransen of Belgium, the Pre-Trial Judge, will soon take up their duties on a full-time basis. The other judges, for the Trial and Appeals Chambers, will take office on a date to be determined by the Secretary-General, in consultation with the President, and their names will be announced once all security measures are in place, the Tribunal said. The investigation continues under the guidance of Prosecutor Bellemare, and a trial will take place when he has sufficient evidence is in place, according to the court. 25 March 2009The United Nations-backed tribunal to try the perpetrators of a massive car bomb blast that killed former Lebanese Prime Minister Rafiq Hariri has appointed its main officials and adopted rules of procedures and evidence, the court announced today. read more

Fight against terrorism must encompass other factors ministers tell Assembly

The international fight against terrorism won ringing support from ministers addressing the General Assembly this morning, but several cautioned that other factors must be taken into account while combating the scourge.Serge Vohor Rialuth, Vanuatu’s Foreign Minister, voiced strong support for the international fight against terrorism, but cautioned that it must not deflect attention from critical development concerns affecting the developing world. “The environment and the adverse impact of climate change are of extreme concern and we urge those countries that have not yet done so to ratify as soon as possible the Kyoto Protocol,” he said, referring to the treaty which obliges countries to reduce their greenhouse gas emissions. He also expressed firm opposition to the proliferation of nuclear weapons and condemned the shipment of radioactive materials through the Pacific Ocean. “The blatant disregard for national and regional opposition is a clear demonstration of power politics manifested in the foreign policies of powerful nations,” he said.Sudan’s Foreign Minister, Mustafa Osman Ismail, reiterated his country’s support for the war on terrorism, but stressed the need for international attention to “anxiety about the exploitation of the campaign by the forces of extremism and advocates of confrontation among civilizations and cultures.” Concerning the Sudan’s situation, he said the Government was working for peace, but after signing an accord in July with the rebels, “soon the rebel movement has spoiled that positive progress through the escalation of its military activities.” That had forced the Government to suspend the negotiations so as to be able to stop and abort the rebel military agenda.Mozambique’s Foreign Minister, Leonardo Santos Simao, said his country had worked to ratify a number of anti-terrorism treaties which, taken together, constitute a valuable tool for fighting the scourge. “However, for an effective implementation of these legal instruments, Mozambique needs support from the international community to strengthen its institutions,” he said. The country will soon celebrate the tenth anniversary of the accord which marked the end of war. “Mozambicans are today enjoying the dividends of peace, which was achieved with the invaluable contribution of the United Nations in what became a success story of peacekeeping operations,” he said. “To consolidate this hard won peace, we are implementing homegrown development plans, with a view to promoting the welfare of our people.”Shimon Peres, the Foreign Minister of Israel, said his country had offered the Palestinians a comprehensive solution that was close to their national aspirations. “We agreed that they would have their land in accordance with United Nations resolutions,” he said. “Terror postponed their destiny.” Israel accepts United States President George Bush’s vision, which is supported by the diplomatic “Quartet” and endorsed by Arab countries. “It outlines a political goal and a timetable,” he said. “What is needed now are wheels to ignite and propel the vehicle of peace.”Young Israelis and young Palestinians “are entitled to a new life of their own,” he added. “The people of the Middle East should let bygones be bygones.”Mahmoud Hammoud, the Foreign Minister of Lebanon, said Israel refuses to honour Security Council resolutions, but enjoys total impunity. That left the impression that Israel is allowed to remain above the law. The Israeli Prime Minister directly threatened to attack Lebanon under the pretext that it was diverting the course of the Hasbani River, when Lebanon was only trying to draw limited amounts of water for deprived villages that have suffered from the Israeli occupation for many years, he said. He also stressed the need to find a just settlement to the problem of Palestinian refugees particularly those residing in Lebanon. “Such a settlement should be based on their right to return and rejecting their implantation in Lebanon,” he said. Also taking part in this morning’s debate were Indonesia’s Foreign Minister, Hassan Wirajuda, Cambodia’s Foreign Minister, Hor Namhong, San Marino’s Foreign Minister, Augusto Casali, Guinea’s Foreign Minister, François Lonsény Fall, Viet Nam’s Foreign Minister, Nguyen Dy Nien, Benin’s Foreign Minister, Kolawole Idji, and Stafford Neil, Chairman of Jamaica’s delegation. read more

US wages benefits grew a steady 05 per cent in 4th quarter

US wages, benefits grew a steady 0.5 per cent in 4th quarter by Josh Boak, The Associated Press Posted Jan 31, 2017 6:43 am MDT Last Updated Jan 31, 2017 at 10:00 am MDT AddThis Sharing ButtonsShare to TwitterTwitterShare to FacebookFacebookShare to RedditRedditShare to 電子郵件Email WASHINGTON – Wages and benefits paid to U.S. civilian workers grew at a steady pace during the final three months of 2016.The Labor Department said Tuesday that total compensation rose 0.5 per cent from October through December, a tad slower than 0.6 per cent growth in the July-September period. Wages and salaries increased 0.5 per cent, benefits 0.4 per cent.In the 12 months that ended Dec. 31, compensation increased 2.2 per cent, up from an annual gain of 2 per cent a year earlier. The report — known as the Employment Cost Index — has shown improvement as more Americans are finding jobs and the unemployment rate has fallen to 4.7 per cent. Still, the pace of income growth suggests that employers have yet to face pressure to raise wages significantly because there are too few people searching for work, said Richard Moody, chief economist at Regions Financial.“While wage growth as measured by the ECI has accelerated modestly over recent quarters, it nonetheless remains below the pace of growth that would be seen in a fully healthy labour market,” Moody said.Wages and salaries, which account for 70 per cent of compensation, were up 2.3 per cent in the fourth quarter from a year earlier, and benefits rose 2.1 per cent.Among the sectors that recorded the largest compensation gains in the fourth quarter were management, transportation and warehousing and aircraft manufacturing.Over the past 12 months, state and local government workers have seen their compensation rise at a faster rate than workers in the private sector largely because of increases in benefits. read more

Baseball Ohio State turns to transfer Kobie Foppe to replace twotime captain

Ohio State junior shortstop Kobie Foppe throws a ball during practice. Foppe is set to start at short in 2018 for the Buckeyes. Credit: Courtesy of Ohio State AthleticsThe Ohio State baseball team was dealt a blow after the end of the 2017 season when senior shortstop Jalen Washington graduated and left for professional baseball. The two-time captain was not only one of the most productive hitters for the team, but he also gave the Buckeyes a veteran dynamic it lacked.“I think the thing we’ll miss more than anything is his leadership and his presence in our clubhouse,” head coach Greg Beals said. One of the people tasked with helping replace him will be Kobie Foppe, a transfer from South Mountain Community College in Phoenix. It will not be easy.Washington was a versatile defender who could play both catcher and shortstop. He consistently hit in the top two positions of the lineup, tying for the team lead with both seven home runs and 14 stolen bases. He led the Buckeyes with 38 RBI and was the only player to appear in all 56 games.Foppe is set to be the team’s starting shortstop to open the season. Despite being touted as the 10th-best high-school prospect from Arizona in the 2014 class by baseball scouting service Perfect Game, Foppe went the junior college route.“I originally was gonna go to [Arizona State University] out of high school,” Foppe said. “Unfortunately there were a couple events that didn’t work out the way I would have wanted to, but going to South Mountain I think was actually probably better for me in turn.”Beals said he and his staff do their best to maintain connections with junior colleges in Arizona. Beals specifically reached out to his junior college contacts for a shortstop to add to the Buckeyes’ 2017 recruiting class.“We felt like that shortstop spot was somebody that we wanted to have some experience,” Beals said. “We felt like whomever was coming in needed to step in and play right away.”Foppe was identified as having the abilities Beals wanted. Then it became just a matter of convincing the Phoenix native that Columbus was the place for him.Foppe was sold on his visit.“I came on a gameday when they played Purdue. It was what they say, what they preach here, a brotherhood,” Foppe said. “That was really appealing to me and that ended up being a deciding factor.”In addition to a fielding style Beals termed “smooth,” Foppe has a vice grip on the mechanics required to play shortstop.“Just his instincts around the position,” Beals said. “The angles that he takes, just a real solid feel for baseball and a knack for being in the right spot.”Beals also is  confident in the double-play combination created by Foppe and second baseman Brady Cherry.“They’re doing really well together,” Beals said. “Cherry has a lot of arm strength, which is usually not a characteristic of a second baseman, so that facilitates a good double-play turn.”Now that he’s earned his starting role, Foppe wants to improve his offensive consistency to help contribute to the batting order. He doesn’t expect to fully replace Washington in home run or RBI production, but Beals does not need that from him.“This lineup, while it may not have a [former Ohio State left fielder] Ronnie Dawson in it, I like the one through nine and the depth within this lineup,” Beals said. “The vision of this offense is to be really tough, and wear down a pitching staff because of the quality of the at-bat we’re gonna be able to give top to bottom.”Foppe’s debut with the Buckeyes occurs on Feb. 16 when the team opens the 2018 season in  Port Charlotte, Florida, in the Snowbird Classic. read more

Teachers vow to support Vancouver schools support staff

first_imgThe pressure is on for Vancouver Public Schools and its support staff to reach a tentative contract agreement before union members strike on Friday, a move that could keep kids out of class for the second time this school year. The Vancouver Association of Educational Support Professionals voted overwhelmingly Tuesday to strike if a deal granting improved wages is not reached by midnight Thursday. It was the latest flashpoint in months of heated bargaining between the two sides, which in recent weeks has prompted the cancellation of a tentative agreement and warnings from the district that it will be filing an unfair labor practice claim against the union. It seems unlikely that school will open on Friday if the more than 700 paraeducators, clerks, secretaries and other classified staff members go on strike. Paraeducators in the Port Angeles School District went on strike in November, closing school for two days. That’s in no small part due to the reaction from the Vancouver Education Association, the teachers’ union. A large percentage of the organization’s members say they will not work if their peers are on strike, VEA Executive Director Rick Wilson said.“The strong support our members have shown to VAESP leads us to the conclusion that the significant majority of our members will choose not to cross the picket lines,” Wilson said.last_img read more

Listen NBCUniversals Ambitious Plan to Reinvent Audience Measurement

first_imgOver the two decades she worked at Comcast, Kavita Vazirani was responsible for ensuring the company got a return on investment for billions of dollars in marketing spend. But now that she’s in her second year in a new role as executive VP of insights and measurement at Comcast-owned NBC Universal, she brings the perspective of a marketer even as she sits on the other side of the table. And that has given her a clear-eyed sense of what she wants to change about audience measurement: just about everything.Listen to the podcast here: “We have no choice but to push that agenda because marketers are demanding so much from us in terms of ‘yes, we know you have great shows, but what is it doing for delivering results for me?’” said Vazirani on the latest episode of the Variety podcast “Strictly Business.” “As an industry, we have to do it.” Popular on Variety Vazirani reviews the reforms she is trying to bring to measurement, including the next phase of CFlight, an NBCU initiative aiming to unify linear and digital ad impressions that will be deployed more broadly across the company’s portfolio this year. In addition, she reveals the early progress NBCU is making with “prime pods,” reduced ad loads intended to make a more select number of marketers see their messages stand out amid the clutter. NBCU announced Tuesday it would cut commercial load in primetime by 20% in 2020.“It’s been about six weeks of data that we’re looking at, but we’re seeing promising results,” said Vazirani. “Because consumers are more engaged, an ad that runs with that is going to perform better and that’s the hypothesis. So far we’re seeing positive results in terms of how ads are performing.”“Strictly Business” is Variety‘s weekly podcast featuring conversations with industry leaders about the business of entertainment. The Pacers will beat LeBron and the Cavs in the first round

first_imgThe Pacers will beat LeBron and the Cavs in the first roundThe Cavs evened their series against the Pacers last night, but Colin still thinks Cleveland is in trouble. Cleveland got 40 from LeBron, were at home, and Indiana still had a wide open look to tie the game and send it to overtime. Indiana didn’t even shoot the three well, but still had a chance. After 2 games, Colin thinks it’s clear the Pacers have the better overall roster of the two teams and Cleveland doesn’t have a second scorer or any answers defensively. He predicts they’ll take control of the series with the next two games in Indiana and eventually hand Cleveland and LeBron an unceremonious first round playoff exit. Westbrook heading for another playoff disappointmentThe OKC Big 3 stunk it up in the fourth quarter in Game 2 against the Jazz, and regardless of how the series plays out, aren’t serious contenders in the Western Conference. This will just be the next chapter in what has become a series of playoff disappointments for Russell Westbrook. He couldn’t win a title with KD, and hasn’t been able to make it work with his new superstar teammates.
